"Baby Doc" squandered about $7 Billion in bonds, and with the questionable situation at the airports, the City may be limited to the amount of bonds they can issue before earning the "junk" status. The current Mayor is fining (taxing) anything that moves, yet the priorities seem to be focused towards the minority special interests and not towards infrastructure.
